It was my impression that Neutron bombs were not useful for making an area radioactive over the long term because the high levels of initial radiation mean that there is little fissile material left to keep an area radioactive.

The Ricardian advantage explains why a nation that is capable of producing a good might still import it from another country. In the early 1900s the US imported goods from England that could have been produced domestically for the same reason.

None the less, India still likely has the comparative advantage in producing man hole covers in which case it is more useful to to them to produce manhole covers than some other good.

One educated guess is that manhole covers are a labor intensive good as opposed to a capital intensive one and because India is a labor abundant country and America is a capital abundant country, it so follows that India is better suited to manufacture them.
