No it’s not. Plenty of solid low mileage vehicles can be had for under $20k, will they be fancy? Probably not. I thought that about the wheels but also, the first gen Vipers didn’t have that hood.  Whenever I see an updated hood, my first thought is, someone hit something and took that opportunity to upgrade/replace.
