25 is the age you’re looking for. Vast majority of companies will rent you under 25 (just not the luxury cars), but, like you said, many will apply a surcharge. My wife and I just rented a car (both were under 25 at the time) and it cost us like an extra $40 over 4 days.

I loved that game. Had to stop playing it because I'd run a voyage and it's really really tough to have 2-3 hours without interruption to do the whole thing. If you leave, you let down 20+ people.
