Depends on the depiction of the character. Your description is generally correct but there are exceptions, such as the Waller portrayed on Arrow, who is a morally bankrupt idiot who always takes the path of most collateral damage/death.

Looks like the plot of the BTAS episode that introduced Mr Freeze and his modern origin - "Heart of Ice." At one point in the episode, Freeze crashes a humanitarian award ceremony and traps everyone. Even the title is a reference. Good for them - that's still one of the strongest episodes from the animated series.
