There is a magical place called Quebec, Canada where there is "Universal Childcare". Parents can and do receive QUALITY childcare from qualified Educators in centres called C.P.E's (Centre de la Petite Enfance) for seven dollars a day. It's not a perfect system but it's pretty bloody good.
