I think it's less a homage than it is trying to make a world that seems entirely plausible. It's trying to capture how Lego bricks would look and move if they were to actually come to life in reality, or using a decent analogue, and the world is intended to come from that real place.

I think the problem is that the Friends sets actually sold very well. So from that perspective Lego probably don't see the need to stop doing a good thing.

We have been getting females in sets like those the Lego City range: female firefighters, female police officers, female Arctic explorers... even female rubbish collectors. I suspect there's several reasons that these exist. One is that children like to buy toys like this, as do many adult collectors. Another is that parcelling out DLC into small chunks and throwing in a figurine each time to sweeten the deal is turning out to be a great sales tactic.
