Yep. It is. That's why it took me well over a decade to finally break down and do it. The license plate it came with was taken off on the freeway because it hung too low. Then, I had the new one tied with wires to the grill, but that caused my car to overheat; and then I had drilled (for hours and hours) holes in

It may not be legal, but I've been trying to get around the stupid front license plate laws in California for years. And this may actually be a decent way to get around that. Finally ended up bending the bottom third of the plate and drilling two extra holes in the plate to fit it under where my bumper would go.
