You forgot to add in that new items are no longer just seasonal only first anymore. You can now get them by just regular adventure mode and don’t have to role a seasonal character just to get them early.

You’ve got to complete the Conqueror level of seasonal achievements which includes clearing a Torment X rift and, I think, also killing Diablo and some other chapter bosses on TX. That’s a tall task for the casual player who plays two-three hours a couple nights a week.
