People can self-identify with their own slurs, I.E. Women can use the term 'Bitch', Lesbians with 'Dyke' etc because it's reclaiming a word meant to hurt and using it for empowerment. If you aren't Romani or any of the other groups that self-identify you can't use the term inoffensively.
