I played Oblivion for over 100 hours and never progressed the story to where the random gates start appearing. Instead I became the leader of the thief’s guid, listener of the black hand and tha champion of the arena. I also did a bunch of the Shivering Isles but don’t remember finishing that.

So very minor nitpick: I’m guessing you can’t really join the space pirates in earnest just undercover? Though you probably can space pirate all you want and be like: “I’m totally doing this to remain undercover.” to the authority.
