Exactly my thoughts. I think a lot of people don't understand that frame rate can be used as an artistic tool just like camera framing or color grading. More doesn't always equal better in terms of frames. Just ask anyone who saw the 48 fps version of The Hobbit.

If they're going for a cinematic look, the lower framerate makes sense. I guess they didn't want to drop it down to 24, though.

It's strange to say that Rockstar made an underrated game, but Bully is one of the most underrated games of all time. I remember a few annoying moments, but the story and characters were brilliant. Also, the soundtrack is fucking phenomenal.
