A turbocharged car like the Indy Car isn’t going to lose power with elevation. It’s just going to compress more air by volume. It’s kinda the whole reason turbochargers were first made (To keep planes from losing power with elevation).

And we can assume the Indycar to have half the downforce of the ID.R to start with, and that is probably an optimistic assumption.
