I think you’re right on many levels. Ms. Pac-Man is a far better game and has survived the test of time in ways that regular Pac-Man hasn’t.

They changed it before the actual release. I know because I bought it.
Well, PowerPC is one difference, but the bigger concern is 1/4 the amount of RAM and a ridiculously slow GPU and CPU compared to PS4/X1. It’s basically as if you were doing a souped up Xbox 360 port—smaller textures, less physics, simpler models, etc.
It was never $40; it was $30 on release day and it was also on PS+ sale for $6 several months back. It’s also a great game. You’ll have fun.
Not the interviewee, but I can answer this definitively. There is lots of automation in games QA.
I did this for every tower after The Key to the North and cleared them all in about an hour. Honestly, why not? After a handful of towers you’ve experienced the climb, and heck, I did it already in FC3. I applaud the devs for making it easy if you think outside the box.

My kids are playing GameCube Ribbit King right now so we really are using it. In the last few years I’ve played through Luigi’s Mansion and Metal Gear: Twin Snakes on GameCube as well, as well as played a bit of Sonic Heroes. GameCube holds up amazingly well considering its age.
I haven’t upgraded to a Wii U yet precisely because the Wii’s backwards compatibility is so good. The GameCube library still matters more to me than the Wii U’s, and I don’t want to have two Wii setups with two sensor bars and two sets of goofy white controllers. That’s my thought as well. If it wasn’t mentioned in the notes, it’s likely to be a “whoops!” moment. Sounds like an easy thing for QA to miss if they don’t expect any localization-specific changes.
