That’d be tricky.  Time jumps would work for a quick linear narrative, but there are so many good serial killers, especially in the 70s, that once you jump forward, unless creatively done, there’s no going back.

I consider the World Tier system a boon, not a trapping.  There are many builds, some are more viable than others - this lets you play the way you want.
