They are not, strictly speaking, “mandatory”, or “required”. As an earlier commenter mentioned, you stand no chance of being competitive without one. But you are welcome to run without them. Nissan ran without one last year (theirs was onboard, but not hooked up), and we all saw how that turned out.
I don’t think the fact that LMP1 cars currently use hybrid technology is at all hampering automakers from entering the class and going to GTE instead. The COSTS of developing such technology might, but most manufacturers see more value in racing something that resembles the products they sell rather than LMP1…
