You seem to not understand how much bigger of a world Skyrim is in comparison to the maps in BF3. It's a lot more textures to render, and to have them at such a high resolution would be overkill on that outdated machine. I'm sure that if this were the "Xbox 720," it would be able to handle these textures just fine.
No, the 360 can't handle higher resolution textures.

I could see this happening more in the future with digital books becoming more popular. Book publishers won't care about spell, error, or fact checking very often, because they'll be able to edit it in the future.
