You can download all the apps just fine, you won't be charged, as long as you're using the same Apple ID that you bought them with. If you are, then just call Apple! They're friendly and knowledgeable, and they can help you

Uhm... yes, there is an iTunes app. You can buy all your music, videos, whatever straight from your iOS device. All syncing can be done to iCloud. You don't need to connect to iTunes for ANY reason anymore.

There is still a really good small phone out there. The iPhone 4S. Seriously, it's a year old and it still kicks ass.

To be fair, I don't save restaurant contacts anyways. It's easy enough to say Call Pizza Hut and have android or Siri just connect you to the closest one

Well, then what do you expect? If there is a better solution to using iTunes in your iDevices, bypassing the Windows part all together, and choose not to use it, you can't expect it to get better. iCloud and iTunes, used solely from my iPad, is a godsend.
