Cost of Living Adjustment - it's what she mentioned, and it's different from the allowance. Look it up. The Adjustment is for survivors (i.e. widows/widowers) and retirees, and it's an income raise set each year to compete with inflation. In 2013 it was set at 1.5%. Try again.

Sorry, wrong. COLA stands for "Cost Of Living Adjustment". That's why you get different BAH rates at every base. That's also why you get a COLA increase every single year - to keep up with inflation. Try harder.

Actually, they changed that. Hawaii is considered overseas, and I know quite a few people on 6 on/6 off deployment rotations there. They'll get 4-6 people in one apartment (rotating it so only half are there at any given time), and they all get full BAH. Good way to make a lot of money.
