Assuming that there are no hiccups in the emulation you can take those inputs and have them playback on a programmable controller with no fault on a legitimate N64. However, TAS or not the speedrunners /technical players should be able to replicate this sooner or later now that they know what to do.
To me cheating in the context of a game is altering the code of said game to create a desired effect, separate to exploiting where something is being used unintentionally. The Idea of it being illegal completely depends on the context oh which it is framed.

I get what you mean, I never really liked the trend of needing to ironsight to hit anything. It made the game super easy on a global sense for gunplay because it forced you to slow down and get in tunnel vision making you really easy to hit.
I would love it if someone ends up hijacking the the game into glitching once the hive-mind is smaller
