It is. The antenna itself is passive. It's always receiving. When the device is "off", the CPU is just ignoring the input.

The GPS device in a car is a receiver of GPS signals. It does not transmit the GPS signal. Some GPS devices have a Bluetooth adapter to communicate with a cellphone or computer (much like a wireless mouse or keyboard), but this is an independent function.
