Correct. The halo keeps large debris from getting in AND out of the cockpit. It does not discriminate. Upside down is the worst case scenario for the halo.

The bar creates more space between the body of the car and the asphalt when it’s upside down. Without the halo, Hulkenberg would be basically resting on his head.
