We have a similar law in MA but it rarely gets enforced.  Every single time we have a big snowfall, the next day there are usually dozens of lazy idiots on the highway with half the windshield cleared and/or the entire roof caked in snow ready to fly off at 70 mph at any given time.  I’m guessing these are the same…
