The cops were not in pursuit (as in, already on the road and just behind him), but he was fleeing the place where cops had been called on him. Police chief said when the police arrived at the domestic call location he was already gone.

Another update to latest reporting, he was fleeing another incident, was not being pursued by cops (they arrived at the location of the domestic call after he’d already left), and intentionally drove into the parade/crowd.

Might want to update this considering active discussion.
1) Sounds like this was not related to a chase.
2) He was already gone by the time the police showed up to the domestic disturbance call.
