At this point its already so well documented why its borderline impossible for it to be the games’s fault (its not even the only one with uncapped menus) that I cant fathom how this entire article, including very prominently in the title is putting all the blame on the game, its very unprofessional 

Of course they sit on a small stock of cards.  A percentage of these cards are going to have defects and if they don’t have cards on hand for RMA requests it would reflect poorly upon them.
