One of the things I miraculously retained from my Target orientation (which was over 3 hours long) is that service dogs are welcome in (Target) stores. If you don't know, then you have to ask, and if they say their dog is a service dog, you just have to take their word for it and leave them alone about it. My guess is

Blame the scammers. People in cities are increasingly getting bogus "support animal" credentials for their dog just so they can be exempt from apartment pet restrictions, take it with them on the bus and into restaurants and shit. It's really common in New York and SF. So many people have bullshit "support animals"

I can only speak for Canine Companions for Independence but when thier dogs are working they wear a blue vest that says they are working. My friend is wheelchair bound and she has had a black lab through them for years.
