Most likely will be a reveal that they are buried or hiding somewhere as the 3rd act twist. But, if it’s following that Arkham storyline, Joker is pretty much flat out dead without room for much interpretation (unless something like the mental toxin converts someone to be him, or whatever as a cameo, sure why not).…

The thing about the Batman universe, there are so many additional fantastic villains that it really doesn’t need the Joker, and I actually like having the 4 main Bat-family characters as the main characters for this. Hell, I can’t wait to rock it as Grayson and Todd.
