If you're talking about visual aids to the EM spectrum, then it depends on what wavelength you're exploiting. Fog and moisture are very limiting for IR, but terrain following radar and millimeter wave radar would cut through that like a hot butter knife.

A friend of mine lives on that street, and all the photos on the interweb of this incident and this news clip lead me to believe it was relatively isolated to one section of town. (Disregard what the newswoman was saying about standing in the most clear part of town, she needed to make a story...)
