I believe turbo flutter is caused by excess boost pressure forcing itself back into the turbo, causing it to slow down and in some cases, spin backwards.
The old Ford Maverick, 4 door sedans in particular. There are still a handful of 2 door sedans out there, but the 4 doors were less sought after and their numbers dried up since the 70s. Fortunately, I have the opportunity to see one every day... in my driveway!

I love these things! I actually had the opportunity to pick one up several years ago but I live in a small neighborhood with a fairly low weight limit on the streets, so it just wasn't feasible at the time.
The wreath idea works better on larger vehicles, IMO. It looks rather tacky on the BMW shown above since the wreath is so damn big compared to the grill. I run a wreath on the front of my daily driven truck around christmas time.
