Depends on how you look at it - the gov’t is “paying” through the foregone earnings that otherwise they would have collected from the buyer ($7500.)  But I get the distinction, and the fact that they don’t have to “pay” as much for someone without that much tax liability.

I don’t even know why it is tied to one’s tax obligation - people’s tax situations vary wildly. It should be lopped off the purchase price directly. Depends on electricity rates, roof angles, sun availability, etc etc. Usually 15-25 years. You’re really going solar because of going green, not to save money.
