The XNA developer kit is designed to create and test your game on a PC, but the code is running through an Xbox 360 emulator. It will not be easily ported to PC just because you saw it running on one.

If you didn't know the cause of the significant delay for this game was because it was coming out for XBLA, you simply haven't been paying attention.

This has been requested in the DCUO forums before, in fact I myself has asked for simple hex codes. The three shades approach (brightness, saturation, and hue) might seem more intuitive than simple red/green/blue, but most of us don't use advanced photo editing software, and instead have only used Microsoft Paint.

Do you realize the insanity you speak of? This artwork is not a new or recent re-imagining of the games. It was made concurrently, while working for Nintendo, during the original few game's promtions.
