The PC version of Dawnguard was delayed because MS has a timed exclusive deal with Bethesda regarding Skyrim DLC. Otherwise I'm sure PC would have gotten it at the same time if not first.

Congrats on getting a gaming PC! That aside, you will probably wind up buying most games on PC because of Steam. I was a console gamer for the longest time but thanks to StarCraft 2 and Steam my consoles are refered to as "the Netflix machine" (xbox) and "the bluray player" (PS3).
