I'm pretty sure developer and/or publisher don't make any money off of used games which is why they are trying to put an end to them.

Making games playable on one console is an awful idea. What if hardware is faulty and it breaks? Say you trade in the console or send it back to the manufacture, looks like access to that brand new game is gone because they usually send back refurbished consoles or new ones instead of fixing the broken one.
