Essentially that's how Japan became an economical superpower: cheap knock offs of everything (cars for instance). But then they started doing more innovative work. In the end it paid off.

By the way, if it implemented the legal system of another country (and legal systems can be vastly different), would you also be disappointed? It essentially boils down to its own legal system that stands on its own.
