I find it ironic that the same site that published this story can’t stop gushing about the real housewives of someplace and some family of women who are famous for nothing.
There is a very easy way to resolve this. Get out of the labeling game altogether. Any bathroom can be used by anyone, same with locker rooms. If that means you put in place more features for individual privacy, so much the better.

The president is the commander in chief of the armed forces. If he wants to cancel it, he can. Congress can overrule it if they get a veto-proof majority to pass a bill requiring continued development and production, but that is problematic and very unlikely. Simply allocating funds is not enough.
