I actually looked up the CA code and it does count as a MC but you don’t need an M class license, C class is fine, just like all three wheeled vehicles in CA. However, I could not find any exception to the helmet law for this type of vehicle.

That’s lawyer speak. They say the same thing in states without applicable helmet laws for true motorcycles. That said, I do believe you are correct that helmet laws, where they have them, would apply.

Since it has regular seats and a steering wheel, I could forgive the cops for not really knowing what to do with it.
