I think the way it is now works best. Nokia makes great hardware and MS makes a great mobile OS. If MS were to make phones it would likely be very similar to Apple in that you would only get one new model every couple years. Having more variety is good.

But since WP doesn't share any UI, apps, or code with WM it's really that WinMo and WinPho are 2 completely different beasts and not really just aging/evolving. They could have included WP7 though since it's getting close to a year old and has had a couple major upgrades already.
