Normally, I would completely agree with you. But this is Detroit, a city nobody wants to invest in. A city nobody wants to develop. A city people are fleeing like rats from a sinking ship.

Maybe in functional cities with tangible assets and a track record of even semi-competent government. Detroit isn't a functional city. If you give City Council the decision on re-allocating funds from one area to another, it will disappear completely (see Detroit's subways, for example).
