The rest of the ruling lets Apple still decide what they can or cannot allow on the App Store. the only change they must make is allow for 3rd party payments and let developers communicate with users with the users permission.

The ruling didn't say Apple has to allow other app stores, just that they need to allow developers to use other payment systems.

From my understanding, this is true. But my reading of how everything went down, Apple just skated past the idea that they are a monopoly, but the judge did say they were being anti-competitive.
