Good question that is a bit complicated to explain but makes a lot of sense when you play. In rugby after the tackle a ruck is normally formed, where players for both teams compete for the ball. This forms an offsides line and the equivalent to a snap in football occurs for the offense once the offense wins the ball.

It’s one of those vestiges from football’s rugby past where the player, if straddling the sideline, is an extension of out of bounds. Can’t really explain why that is but ‘dem the rules. You’ll see it somewhat often in high level rugby because kicking towards the sideline is a common practice.
The real story here is that Seahawks fan Dustin Johnson (the real Dustin Johnson?) thinks that that was a grind of a defensive battle game. Sure that’s what that game was. I’ll have a whatever he’s ingesting today!
