Little late with this - but nope! You get it automatically late in the game. You're thinking of the Eon Ticket, which allows you to revisit Southern Island and catch the other Lati.

Worth using because: you can use the Eon Flute, which lets you fly around in the sky. It's a cool feature, but more importantly, it lets you capture other legendary Pokémon. So don't release Latias or Latios, whatever you do.
