I'll admit to not buying/playing the game but I watched enough LP footage to inform my decision about what I think of the game. Flying_Gazzelle pretty much nailed my thoughts on the 'deliberate' design choice to halfheartedly implement the online play.

Sim City 4 operated on some simple algorithms for ease of calculations, it's true (sims first move from home is to always turn right, use the shortest available route to the nearest transit, move on to the next transit option when first transit is full and so on) but the distribution always worked out much better…
I agree with you, hopefully this is an overlooked bug that will be patched. Otherwise, dafuq were they thinking with this AI? It's rudimentary to the Nth degree. It has to be a mistake.
