No matter what, they are all awfully small in relation to past games. :-/
They're less like the actual cities you could build in the past, more like slices of parts of cities, with all the room you're given to work with. They can get skyscrapers and become more dense with population, but it doesn't stop them from looking like someone scooped up part of a CBD and dumped it in an empty field.
I'm sure you are aware of this, but the resource/economy system in Ultima Online featured exactly that. If you wanted to make chairs all day long and sell them off to new homeowners for fun and profit, you could do so.

Obvs they wouldn't ban you for that, banning you over a refund request means less chances to get into your wallet again later down the line. That would be a Bad Business Model. Probably has a lot to do with everyone being salty at the hijacking of a highly regarded property and it turning into glitzy flop slop held hostage at the whims of a server. Whether the box says it or not, we're 5 games deep into a series where 4 never required such a ridiculous requirement to be printed on the box.
