I have consistently found Fallout far more compelling than Far Cry and that hasn’t changed in a direct comparison of Fallout 4 vs Far Cry 5 (which I just finished).

This is not uncommon. Sequels often try to emulate the success of it’s predecessors without understanding what factors made the game successful. Ubistoft games are just too formulaic and the largest factor of Far Cry 3 and 4's success were the amazing performances of Vaas and Min and not the core game mechanics.
Far Cry 5- a story told entirely through kidnappings.
They are doing the DLC thing so if there is enough of a demand for it they could easily do a FC2 DLC or put it in the Far Cry Arcade.

To put it into context
I believe weapon unlocks are tied to progress in all areas (reach rank 3 with blah blah blah) but there are plenty of mission related rewards like the vehicles and it’s just far more efficient to clear out the local zone so that’s how I do it.
