CACressida is on the right track, but they also act as under body vortex generators according to the walk around guide ( I work at a Toyota dealership).
If it's a solid flap, it's a wind deflector to channel air around the tire for less drag.
They help to add downforce to make the car feel grounded to the ground.

Its kind of like an airdamn designed to push air from around the tires. The holes are probably to channel air into the brakes because the drum brakes aren't really reliable so the front brakes will be overworked so they'll need all the cooling they can get.
