The wheels alone are approaching 5k. Can't really tell what bike it is, but it being a Tri frame, it's probably well over 3k.
EDIT - it's a Specialized S-works. Hard to tell exactly what model, but the price ranges from $3,000 to over $14,000

I'm a bike guy, but not a Trek guy, so I'm not sure of the exact model, so I'll say it's $12,000 or less based on this:

I find it mildly humorous that California is all about lowered emissions and better fuel mileage, yet snubs small diesel engines. This state has its head so far up its ass.

Without reading this whole thread I'm just going to say the reason you can't have the nice things you want is because of a clusterfuck of EPA CAFE GVWR exemptions (longest acronym evar) and EPA Tier II emissions standards (and their staged implementation related to GVWR).
