Well look at who makes laws, and who is most apt to get pulled over drunk driving: middle aged white men. They're not going to punish themselves too hard for doing things they usually do.
I'm not saying totally revoke their person-hood, I'm just saying that limits need to be set and clearly defined, as with campaign financing. Right now the only way to do that is to make an amendment because of the Supreme Court ruling, and maybe campaign financing should get a good makeover too.
