You expected something to happen, so you were constantly scanning. You also didn't have to decide on a course of action before the hit. The cyclist was riding on a completely protected ped/bike path and did not expect a car to come flying up the path.

Riding bikes on a track is a great way to learn the track. It's faster than walking it (which I also recommend; I used to be in a club that would offer this to students the evening before) so you get more repetition and more sense of flow, but you also have an unobstructed view, unlike in a car.
