The main reason that it's taken for granted that "Rape is at the same time the most under and over reported crime" is this issue. Simply put a false charge of Rape was indeed used when abortion was illegal and this got men jailed, even completely innocent men killed.

Well, there's a cool comic published by "Gorilla" then sucked back into DC called "Empire" where the supervillian who's essentially Dr Doom did "Take over the world" and it's a pretty bleak world.
