I thought in the Turtles case it was more about rules preventing union and non-union actors from working together on a project, so since the modern show was non-union the old cast were forbidden from joining it? I could be mistaken.

Yours is probably the best explanation I’ve read. If the VAs are in a group that makes acquiring them expensive, the producers are almost assuredly going to opt for the cheaper route since the resurgence of the show itself is most likely driven by demand and, by corollary, profit.
