1. Tips are part of the cost of the meal, just as compensation for employees is a part of every single retail transaction. This is even specifically legally the case, as restaurants are typically allowed to not compensate servers at minimum wage.
When I was a hostess a guy actually tired to slap me because I told him his party of 2 couldn't have a table meant for 8 during the dinner rush. Hosts and hostesses in popular restaurants are basically underpaid air traffic controllers/bouncers.
